Date format & time zone adjustment also included in profile updates?

Hello. I noticed that I can't change the date format & time zone (I usually like YYYY-MM-DD, 24h clock, & UTC/GMT time zone without daylight saving, also Monday as the start day of the week, which are settings I do right away on forums that allow me to change them) in the usual spot I find it at in most forums, as profile options isn't activated for my account. Is there a possibility for me to be able to change those specific settings for my account before I reach the appropriate rank for the other profile-related things?
