I'd say wait and see what your body seems to want. Though I had to go on and off T a couple times and thus had some strange back-and-forth results, I finally got on it for good in March 2009, and have seen some incredible things take place as per my body. In March, I weighed 250 lbs, wore size 40 pants, and size XXL shirts. I wanted to lose weight, so I cut myself back to 2000 calories/day, and made sure I was eating healthily. By last December, I was 185 lbs, size 31 jeans, size M shirts.
Since then, I've gotten pretty lax in my eating habits. I've gone back to a lot of the nasty things I used to eat, like snack cakes and Cheetos. Here's the weird part: I think I've probably gone up to at least 3000 calories per day, but I keep losing weight. This is particularly strange because I started eating more so I'd still be able to wear the clothes I have (can't afford to keep buying smaller and smaller sizes).
That said, I think everyone's body reacts differently to T. You may gain weight, you may lose. Chances are you'll begin gaining muscle whether or not you're working out, but if you want to increase weight/muscle gain, I'd recommend a diet very high in protein. I eat meat for two out of three meals a day, and the majority of my weight is muscle, without working out.
