This is quit interesting  trivia question but who knows it and what state it was?

CA is close. The law passed legistlature in 1977 and became in power 1978. But it is not the first state.

MA seems to have enacted the law about the issue even in some general sources it is said only be an administrative decision. Not the first state. The law is from year 1981.
