I had a HEAP of debt when I changed my name but it never came up.. I filled out the form, showed up in court and the judge signed the order, no questions asked. I stated, as the reason for the name change: "So that my name is more appropriate for my appearance." In my state, the petition for a name change is posted in the legal section of the newspaper... To the best of my knowledge, someone (i.e. a creditor) would have to see the posting, show up in court and object to the name change in order for the judge to deny it. A criminal background check is also done as part of the process.. If you don't have a record, your personal debt might not come up at all.
