i was researching name changes and i discovered wi law requires publication once a week for 3 weeks before a court hearing

You are correct. 

Wisconsin State Statue 786.37(1), states,
Quote(1) Before petitioning the court to change or establish a name, the petitioner shall publish a class 3 notice under ch. 985 stating the nature of the petition and when and where the petition will be heard.

Most of us has fought over rather to just change the first or first and middle) as for me I decided to change my first and middle name but decided to keep last name.  2 days I find out if the court is going to approve my name

well my midle name sounds to male oriented and my lastname is very common

I know the name I have right now (Robert ) is way 2 male that is why I am asking the courts if I can change it to. STACY Araceli.
