Can Progeterone replace as a DHT blocker too?

I heard somewhere that Progesterone acts as a DHT blocker. Does it block only DHT Type II or Type I too? Is Progesterone strong enough to be used as a General DHT blocker as Proscar? Cos if not, I wonder what's the use taking Proscar too if the Progesterone is already acting as a DHT blocker.
