how old do you have to be for HRT

I know of a local FTM guy whose parents okayed hormones and surgery for him in his early teens. His parents put him on blockers for a little while--I think he was around twelve. He was fourteen when he had top surgery, and he started hormones sometime before that.

I get the impression that this is an atypical case, but standards are changing.
