PEABODY — The city's Licensing Board chose to issue a warning to a restaurant accused of discriminating against members of a local transgender social club.

Licensing Board Chairman Minas Dakos said last night that the board was unable to determine whether Capone's Italian American Restaurant's decision to bar eight members of Sisters Family from the restaurant and nightclub on a Friday night last January was "made with a discriminatory motive."
