The video reports says that the other officer in the video was a rookie who was later fired.

If this was because of this incident then that is very sad. The rookie would have been under the direction and authority of McRae. His actions were, effectively, under orders. In the video, at least, he took very little part in the action, even running away at one point.

Moreover, firing him will simply put other junior officers under pressure to keep quiet about such behaviour.
