Random facial hair growth?

I am curious about rather or not this is common. I've been on T since fall of 2007, recently I went through a period of time where I wasn't able to afford my prescription and we lowered my dose for about a month to make what I still had last until my finances settled some. So I went down to about half the dose I had been on regularly. (As a side note, my endo chose to lower it rather than have me go without any T because of how my hormones mess with my bipolar disorder. I don't want anyone getting the idea that this is a normal recommendation from the doctor and following these guidelines if they are in a similar situation.)

About 3 weeks ago I got back to my regular dose and my regular schedule for injections, now I'm suddenly growing more facial hair. I've always been able to grow a full mustache and goatee but I don't get much hair on the sides of my face, just little patches of half a dozen hairs on each cheek. Now those patches of hair are becoming larger. One went from being about 6 random hairs in a group to being about 3 times that amount.

Is this normal? Is it because of the lowering and then upping of the hormones or is it common for more facial hair to start kind of randomly like that after so long on T? Personally I have been able to grow my current amount of facial hair since about 3 months onto T, by half a year to a year it was growing in completely in the areas I do have it and the amount has not changed since then (until now). I was just curious if anyone had any ideas on if I should expect more facial hair growth with time or if this might be a one time event because of the doses changing for that short period. I'd estimate I went about 1-2 months taking lower doses before going back to my normal amount, and we did not progressively up it again, they had me just start immediately at my regular dose as soon as my script showed up.
