Well, after reading others people's responses NOW I'M TRAUMATIZED. My ?=&/%$ flexed biceps are still more than 14 inches flexed, it seems everybody here has 12-inch arms as an average and some still dare complain about it! And I don't even measure my shoulders, since I hate that area, because I know my hip width will never be the same or more than my shoulder width. I can easily see that by looking at the mirror, so I don't bother taking those measurements.
HRT has done almost nothing for me. When I was a "gym monster" and measured about 48-36-38 (chest, waist, hips), had more than 18-inch flexed biceps, 26+ inch thighs, 16-inch neck, 15-inch forearms and I weighed about 200+pounds, at 6 feet tall, I lost lots of weight and muscle BEFORE HRT, because I injured one of my legs and radically changed my diet and lost about 60 pounds in about 2 months, then in about two years I regained some 20+ pounds along with some gains in legs and butt, through lots of lower body exercise (mainly weight lifting).
If you read my current measurements below, you may tend to think I improved so much because of HRT, but not at all, it has been because of aerobics, diet and weight lifting (squats and lunges), because my current measurements are very similar to those I had the day I started HRT, except the breasts and waist, where I've improved noticeably, but that's it. Losing arm and back muscle is what I was really hoping for, (as well as body hair) and I've seen nothing of that yet.
Today I'm around 37-28-39 (hips vary 38.5-39, waist varies 27-29 inches), thighs about 22 inches, forearmas about 11, neck 14 inches, still with a HUGE Adam's apple and I weigh 160-165 pounds. HRT has given me A cups (I was already an AA when I started though), but that's it, no other things changed by it. I started wearing band size 38 bras (comfortable) and size 36 very snug, and I still wear the same, no change at all. 14 months on it, and STILL waiting for the "big change" to happen.
I sincerely hope you're luckier than me!
