James Randall Smith, of Vineland, says he is a woman trapped in the body of a man, the report said, but the Department of Corrections said Smith does not have gender-identity disorder. Smith was given an 105-year sentence after he raped and tortured a then-17-year-old girl in 2000 near the Ocean City boardwalk, the report said.
