When you make a new topic, under the box where you type the post there is "Additional Options..." with a + sign next to it. If you click on that you should see different things you can check mark including sticky this topic.
Also after you have made the topic at the bottom just above the quick reply post area there should be options on what to do with the topic, close, sticky, etc. should be available there.
