Galveston has a thriving gay community, dunno how trans-friendly they are down there, though. You can always commute to Houston for trans support meetings if you need to.

You could probably survive it.

As for trans acceptance, UH went through trans acceptance-google the name Josephine Tittsworth...A&M has a slightly more conservative reputation, and if it's UTMB, I can't imagine them caring.

May I suggest an apartment on the second floor if you live on the island? Also hope you don't have any mold allergies-Ike rolled through there.
