Probably so! It happened and is still happening to me. It was my back (upper and lower), first, now it's my shoulders. I'm 9 weeks on T and took my measurements 2 weeks prior to starting T. My biggest gains are around my torso... 3" of muscle girth added. My shoulders are really growing now, and that's where the soreness/stiffness is.
Also, before I started weightlifting as my first step towards transition, I had 11" biceps. Now they're 15". Wow.
