In the late 70s, when I was breifly involved in politics, I belonged to a small caucus which proposed that all the piecemeal anti-discrimination policies and legislation be replaced by a single defination, of Irrelevance.
That no discrimination, that is irrelevant to the situation, could be acceptable.
It was roundly rejected by the various groups representing the various specific interests who either had, or hoped to get, specific mention.
One of the reasons we made this proposal was that, piecemeal lists were at the discretion of those not affected. Deserving groups could and would be excluded.
This is exactly what has happened here.
