I live in the San Francisco Bay Area and I'm not sure who could help me learn?

Girl, becoming a woman isnt straight forward .  I see you made a few thread already asking people to mentor you or teach you about anything.  I know it may help but you should try to learn things by yourself  ;)

Watch youtube tutorial for makeup, hairs... (everything is here ,there is tons of them)  and do your own experiences.   For me everything was natural like if i already knew. I guess i watched to many womans doing all the woman stuff and my brain just remembered of many looks and how-to do.  I wasted about 2000$ in wig before finding the right hairstyle for me and color  just saying. ( i recently switched to human hair extensions).

If you really want help to figure what kind of makeup suit you the best, there is always lessons that you can take or you can get your makeup done once by a specialist and try to reproduce after. You will get there

Welcome and greetings.

Like you I just came out too my wife a month ago, so much of this stuff I'm learning from the get-go.  Yes my wife is helping me in some ways but she is like a roller coaster. Some days she is cool with me starting to transition and other day she blows up at me.

One of the best ways I found to learn to apply make up is by watching youtube videos on the subject. There are a load of them on there.  You can focus on one area and then one you have a handle on one area then you can move on from there.

Also find a store that sells M.A.C. make up, usually in a major department store. There have young women there that will answer any and all questions that you can think of. They will also help you find the right colors for your skin type. It is okay to open up to them, they more than likely have heard it all.

These are just some ideas.

Trial and error. Just practice. I'm still learning new things.. and some things come with necessity, like learning to apply eyeliner in a moving car! :) And if you're like me, you'll end up getting a bunch of different things and using like, two of them for a while, and the others gather dust, lol. But you figure out what works best for you that way. Some things will apply better than others, some shades will work better, and other things won't work because they don't stay on well enough or smear or run or look like crap after a few hours. It's all a learning experience.... But it's a pretty good feeling when you do find the things that work for you. ;D

What works well for me are YouTube videos by Wayne Goss

Besides YouTube, don't forget Pinterest. There are guides for everything so if you like to read and have pics, then that helps complement the videos. There is a ridiculous amount of information on line. It's how a lot of teenage girls learn. Of course they can have their over the top makeup years, but if your older then it's a little harder to get away with.
Lots of practice rinse repeat

Well, make up your face is imho essentially a question of having a neat skin surface... if your skin looks bad (to you) and you feel that make up can help it looking more feminine, then you may consider it... I was lucky I had a nice skin so far so I don't need much make up or at all, I pass all time even without ...

Then this is your personal self image that will be the director, you may for instance appreciate mascara to make your eyes more important in your face and good looking ..

The same for lipstick, it is a pleasure of having it, but you have to consider colour vs clothes and ear rings, ouch ... very complicated  ;D ;D

But maybe you are at the beginning of a transition and you have to go first for beard removal, don't you ??

Youtube looks like there is alot regarding makeup.  there is a >-bleeped-< group called "MAABMakeup".

FWIW, makeup is a choice, you don't have to wear makeup to be a woman.  I transitioned >30 years ago and tried makeup a couple times in the 80's and then said the hell with that.
