I've noticed those doing FFS look suddenly drastically younger and regress like by 10 years. Is this the case for everyone or is it just me who is wrongly perceiving. However I see those who have undergone facial surgery after a few years later start looking old and look even older than they were originally. I'm so confused whether to do it or not. I'm almost in my late 20's and I want to do it to look younger but if I do it, look young for 1-2 years then suddenly look older than I currently am, I better not.

Yes FFS does generally make people look younger. A lot of the procedures people have done as part of FFS are procedures that a natal woman would get to make herself look younger: Facelift, brow lift, cheek lift/implants, etc.
As far as looking older after a few years, It depends on how old the person is, and what they've had done. Certain procedures, for example cheek implants, can look horrible after a number of years... the face continues to age, and as the face loses fat, they can stick out and look odd. Check out recent pictures of Madonna, who looks like a skeleton due to those cheek implants and very little fat in her face (or on the rest of her body, for that matter).
I don't think any bone reduction procedures, like a rhinoplasty, chin/jaw reduction, etc. are going to make a person look any older. Most of the signs of aging in the face are due to soft tissue changes... sagging skin, fat loss, wrinkles, skin texture, things like that.
I've never seen that happen to anyone in their 20's, for instance, that's had FFS. Now if a person is in their 40's or 50's, they're going to look great initially, but then will start to look older after a few years because, well, they're aging normally...
