Nothing new...
This incident's nothing new for those of us who're activists.

I remember Tyra Hunter dying due to two incidents of improper treatment after being a victim of a hit-and-run driver.

I remember two trans teens who were murdered while they sat in a car, and AFAIK their killer was never found.

DC's had a horrid record of mistreating transgender citizens, and this inaction just solidifies that record!
