Hope this isn't too late! I have great advice for this, as I am a freelance makeup artist. I have the same kind of small, heavy lids. What you want to do is:
1. Pick a light color, like an off white, pearl, light taupe, etc. Can be shiny or matte, either way is fine. Apply to the entire lid and extend just above the crease of your lid, as well. Also, place just below eyebrow for a "highlight" and in the corners of your eyelids.
2. Pick your darker color. This can be anything from teal, maroon or purple if you're looking for something more flashy, or basic browns and neutral colors for something more simple. Apply the darker color just above the crease where you ended your highlight color and blend together. By applying the darker color above the crease, you are creating the illusion that there is a sort of shadow there and the light shadow will make your eyelid appear larger.

In the video, the eyeliner is certainly optional but just another cute style you can try out. Her makeup is also very natural, but the concept can be used with any combination of colors.
