I personally agree with this decision, I think we should be subject to the same health options that a normal woman would be. And with the NHs you can only get Breast augmentation under 3 circumstances.
1: Breast reconstruction following cancer therapy.
2: Class 3 or worse Tuberous breast deformity
3: Polands syndrome induced breast deformity.
Simply begin flat chested isn't justification... I myself am flat chested as anything if I want to save up money and get a BA I think that's anyone's prerogative but some women are flat chested and that in itself isn't grounds for breast augmentation on the NHS.
