The Dept of Homeland Security will then say that all California ID is no longer valid for any federal service or federal employment.  The voters will then pressure the reps to become compliant with the law.  The only way to strike this one down is with the SCOTUS or perhaps with a Congress who is technical saavy and actually care for the people and we all know that will never happen.
