A little background... I am older...didn't know exactly to what extent I felt "different" until a couple of years ago.  I've really realized that I felt better when I accepted the fact about 6 months ago, that I really felt male, not female.

Next step for me was to develop a "voice"....A lot of you helped, and I thought I had it down.

Decided that I would call to test out my voice, since it seemed passable before using it on a friend that I really want to call.

thought it might be a good idea, since it was tax time, to call the IRS to ask a tax question.

I failed...I don't think the person was quite sure what to call me, but ended up saying, "Thank you, Maam" at the end..

How long does this take??  I won't be on T for a while, don't even know if when at this point.

Not going to lie; T helps worlds. (And it's not as hard to get as it seems at first.)

All I can really tell you is that transition is a long journey and that there will be bumps early on. At the very least, though, the person sounded unsure, so your voice is at least androgynous over the phone; better than overtly feminine.

My voice did not pass consistently until T, as with most guys. It's even harder to pass on the phone pre-T than it is to pass in person. I would recommend working on presenting in person until you can get on hormones.
