Does pumping actually work long time?

I pump with a large syringe and know that it works temporarily, but does it actually increase the size long term? or is your size only determined by genetics?

Also, how long should you pump? I try to do it once a day for 10 minutes, is longer better? or more often?

What it does that helps: It stretches the ligaments that sort of...hold your dick closer to the body. It does not increase size for the long term. I pump for 10 minutes then break for around 2 minutes then go again for 10.
