I think both above the waist and below the waist are important, with priorities varying between individuals. Some people choose not to have SRS, some want it but can't get it for whatever reason, and others go ahead with it. Congrats to all of them and I hope the path they choose brings them fulfillment in life.
While I think the biggest sex organ is the brain, many individuals still have a big problem with their genitals not matching their gender identity, and the above quoted statement seems to minimize that. The same statement could be applied to CIS folks, but if their genitals suddenly morphed into the opposite sex, I'm sure that they would be terribly upset, even if a limited number of people ever knew.
Personally, I experience greater and greater discomfort with my genitals both because of how it makes me feel inside and how it does not allow me to sexually relate to a partner in the way that I feel is natural for myself.
