I am thinking there may be no or few safe states just some states that are not as unsafe as other states.  Be careful.

A hard shell taco shell would be appear like a circle that has been bent or folded upwards, and the shell would be stiff.

Filling is added to it, but that filling can fall out of the open sides or top.  Filling would not fall out from the bottom unless the shell fell apart.
