Title: Having top surgery without T?

Is it really possible for breast tissue to grow back after top surgery if you don't go on T or hormone blockers?
I'm 17 now, and if all goes as planned I should be having top surgery when I'm 18. I've looked at some youtube videos and came across one of another teenage guy about to get top surgery (I think he's about 16), and he was on hormone blockers because his surgeon wanted to prevent breast tissue from growing back after surgery. Is this really possible? For various reasons, I'm sure I won't be able to go on T anytime soon (I want surgery either around this Christmas or next summer). My chest is pretty small now and it hasn't gotten any bigger in the past few years (in fact it's shrunk due to weight loss); in fact, I haven't grown much at all in a long time, so I think I'm pretty much done developing physically. Still, is there a risk of breast tissue growing back after top surgery?
Sorry if this has already been asked like a million times before. I'm sure it has.

You should probably ask your surgeon that, since everyone is different.

I just asked that question of my doctor on Monday. She said if you don't go on T then not all the breast tissue is removed --- b/c it's hard to get it all without the fat migration from T. She said unless you have had menopause then you could count on there still being breast tissue left
