So, I feel like a girl on the inside, and thats the image I want people to see on the outside. However, is it overly unusual to want to have HRT and upper augmentations to match that image, while not necessarily wanting to augment my genitals? I am sorry if I offend anyone, I am simply new, and trying to understand whats going on in my head.

Nope, that's not all that unusual at all. Many transpeople don't get "bottom surgery" for a variety of reasons. I'm planning not to.
It's just a personal preference, and how your dysphoria manifests itself, though some transpersons don't have the surgery because it's expensive.
Everyone's different. Even though we are all not "normal" because we are trans, each of us is still going to be different. Just remember, gender is a spectrum, not a choice between two extremes. It's perfectly alright to be somewhere in the middle, or towards the middle but leaning to one side. :)

Bottom surgery isn't all that exciting, that being said if I went into a relationship I would be really upset about not having the surgery.

although, arguably, there is only one path when one is transsexual...which is entirely different from being 'transgender.'

The reality is that people tend to think of changing features in the order of literal importance; the facts are people will judge you by your body and face before they do your genitals. And if someone doesn't have a sex life or is able to find a partner who is comfortable with the penis, then really, there's no sensible reason to get the genital surgery unless you're one of the people who have an innate hatred toward that body part, or unless you're also doing it to stop the testes from producing certain chemicals.

I will add my voice to the chorus who are saying that it is your life and body, and you can do whatever you want with them. Do whatever you need to do.
Sexuality and relationships are a completely different area, so if you end up with a relationship where you are both happy with your physique then enjoy that too.

Definitely not unusual. I think the majority of MTF TG's I have met only opted for hormones and breast augmentation without full SRS. Either due to personal desire or maybe the cost.
