I've posted about a million topics about this but I'm kinda nervous about school. When I go to the bathroom I sit down and I just wear a pair of briefs to keep the packer in place but when I pull down my pants it of course goes out of place and I have to fix it and I'm scared someone will look through the door to the stall (Yeah, people are nosy where I live) and see me fixing a pink penis. Does anyone else have problems with this. I know I worry too much.

If that happens, say in the loudest way possible "Dude, why the ->-bleeped-<- were you looking at me using the bathroom!?" Even if you live in a nosy community, that's pretty nasty and cannot be acceptable. So yeah, I suggest you just do what I do. If someone confronts you over what they saw or wanna know what you did bathroom-wise, turn that around on them. No one has any right to watch you do your business in the toilet (without your permission).

Okay, thanks. Yeah, it is nasty but at every school I've been to they always look through the door. People are very strange where I live.

Was this behavior in the men's or women's restroom? Men tend to have some internalized homophobia and social pressure on them. Peeking through the door at another guy using the bathroom could be taken as some sort of sexual advance just like peeking at the urinal. There is little eye contact or any sort of interaction in the men's room in my experience. In the women's there is chatting, peeking under stalls, and all sorts of friendly nods and smiles. That behavior in men's rooms would get you at the very least a "WTF dude?" look.
You seem nervous and anxious so you are more likely to cause some sort of suspicion because you will be acting kinda shady. People notice things like that and are MORE (caps for emphasis not yelling) likely to want to see what you are doing. Try to relax and stop over thinking. Women are more likely to freak out about a guy in the women's than a guy is about a "woman" in their bathroom. Pre-T I used men's rooms and was never read as male. At most I would get a weird look/comment and I would just say "have you seen that line for the other one?!" or something like that. It diffused the situation and usually got a chuckle.
As far as your packer goes you can wear a packing strap so you don't have to worry about it falling out of your briefs. Some guys put packers in a sock or pouch and pin it to their underwear if you don't want to use a strap.

I use the men's and try to go when there are few if anyone else in there. If there is, noone saids anything. I have never seen anyone even try to look in one of the stall. I sit as I don't trust my stp yet. I usually don't wear a packer and when I do I pin it to my boxers with 2 pins. My worry is someone hearing or seeing something when I have a change my tampon on one or two day a month.

I suggest this or if you are crafty you could sew a little pocket onto the inside of your briefs to keep it in.

At school I have to use the girls bathroom so this takes place in the women's bathroom. I'm on my period right now so I have the girl underwear, the packer, briefs to hold it in place, and then my boxer briefs so it's kinda hard to do right now. I can't for the life of me understand why women look in the stalls. How do I do the sock thing.

you might want to make yourself a simple harness out elastic, string, rubberbands, just so it stays in your pants. always remember they are the pervs so if they see something call them out and tell them they are the weird ones and they have no business looking at your genitals.

You could always stand up when finish and move too close to the door to be in their line of sight and act like you are fixing your pants or belt buckle.
