PHILADELPHIA - February 29, 2012 (WPVI) -- Police arrest a woman who allegedly performed illegal cosmetic posterior procedures.
Even though a ruling on the first case has never been made, Padge Victoria Windslowe, also known as the Black Madam, is finally behind bars Wednesday night. This time for injecting another woman with silicone who ended up in the hospital as a result.
Authorities say the transgender woman was arrested just as she was allegedly getting ready to have what are known as a Pumping party; a back alley event where mostly transgender individuals go to have their buttocks enhanced by injecting silicone.
