Adults who want sex-change surgery or hormone therapy in Argentina will be able to get it as part of their public or private health care plans under a gender rights law approved Wednesday.

Senators approved the Gender Identity law by a vote of 55 to zero with one abstention and more than a dozen senators declaring themselves absent — the same margin that approved a "death with dignity" law earlier in the day.

Argentina became Latin America's first nation to legalize gay marriage two years ago, enabling thousands of same-sex couples to marry and enjoy the same legal rights that apply to married heterosexual couples. For many, this gender rights law was the next step.

Argentina gender rights law: A new world standard

BUENOS AIRES, Argentina — Transgender rights activists say Argentina now leads the world by granting people the right to change their legal and physical gender identity simply because they want to, without having to endure degrading judicial, psychiatric and medical procedures beforehand.

The gender identity law that won congressional approval with a 55-0 Senate vote Wednesday night is the latest in a growing list of bold moves on social issues by the Argentine government, which also legalized gay marriage two years ago. These changes primarily affect minority groups, but they are fundamental, President Cristina Fernandez has said, for a democratic society still shaking off the human rights violations of the 1976-1983 dictatorship and the paternalism of the Roman Catholic Church.

Wow, what a way to demonstrate leadership both in the Americas and in the world.  Sounds like a government is actually solving problems for citizens rather than just creating them.  That would be a nice change!

BUENOS AIRES — Under the glare of rainbow-colored strobe lights, a disc jockey spun Grace Jones's disco version of "La Vie en Rose" one night last week as couples clinked beer bottles to celebrate passage of a new law that Argentina's transgender community describes as groundbreaking.

Argentina has put in place some of the most liberal rules on changing gender in the world, allowing people to alter their gender on official documents without first having to receive a psychiatric diagnosis or surgery.

The measure, which won unanimous support in the Senate this month, would also require public and private medical practitioners to provide free hormone therapy or gender reassignment surgery for those who want it — including those under the age of 18.
