I think iv'e asked this question before and it can be quite confusing so bare with me :/ Say someone started t blockers at 20 and e at 25, would the breast development for example be that of someone starting at 20 or 25?

Mild breast growth would start at 20, but full development would probably only start at 25.

No I don't mean when would growth start. Ok, I mean say I took blockers at 20, then E at 25. Would the development be that of a 25 yo starting hormones or 25?

I know.
Testosterone blocks the production of breast tissue. Without testosterone, breast tissue will form. However, estradiol allows for more breast tissue to form.
