The Queen will tomorrow back an historic pledge to promote gay rights and 'gender equality' in one of the most controversial acts of her reign.

In a live television broadcast, she will sign a new charter designed to stamp out discrimination against homosexual people and promote the 'empowerment' of women – a key part of a new drive to boost human rights and living standards across the Commonwealth....and make a speech explaining her passionate commitment to it.

Insiders say her decision to highlight the event is a 'watershed' moment – the first time she has clearly signalled her support for gay rights in her 61-year reign.

The charter, dubbed a '21st Century Commonwealth Magna Carta' declares:

'We are implacably opposed to all forms of  discrimination, whether rooted in gender, race, colour, creed, political belief or other grounds.'

The 'other grounds' is intended to refer to sexuality – but specific reference to 'gays and lesbians' was omitted in deference to Commonwealth countries with draconian anti-gay laws.

Sources close to the Royal Household said she is aware of the implications of the charter's implicit support of gay rights and commitment to gender equality.

The Queen signs the Commonwealth Charter at a reception at Marlborough House

The Queen has signed the Commonwealth's historic charter despite still recovering from the symptoms of gastroenteritis.
Making her first official public appearance for more than a week she described the document as capturing "the core values and aspirations" of the family of nations, before putting her name to it.

The Queen was forced to miss the annual Commonwealth Day service earlier as she was still recovering.

But she looked well and in good spirits when she arrived at Marlborough House in central London, home of the Commonwealth, with the Duke of Edinburgh for the signing.

Before the ceremony began she told guests who included High Commissioners from across the globe: "The Charter I will sign today, on behalf of you all, represents a significant milestone as the Commonwealth continues its journey of development and renewal.

"We have now, for the first time, a single document that captures the core values and aspirations of the Commonwealth and all its members."

For the first time one document has been agreed by the 54 member states which enshrines a comprehensive range of principles and values, from gender equality to rule of law.

I think it's great that she's finally come out and made such a pledge. It's a major statement coming from one of the most enduring heads of state in the Western world.

It took someone of great stature and respected--Nixon, at the time--to open the doors to trade with China (and thus, reduce the chance of an Asian-based nuclear "cold war").

Likewise, someone of great stature and respected--the Queen--to open the doors for LGBTQ rights in a large part of the world. Although her Empire isn't what it used to be, I believe a LOT of the world follows the UK et al in their decisions. No one else could do what she has done for equal rights.

The intent was to point out that, Nixon, as a well known "Cold Warrior" and anti-communist, was uniquely positioned as President to open a new relationship with the Chinese.  Similarly, the Queen, who is fondly regarded by many of the British, is in a position to make inroads for all GLBTQ people in the Commonwealth.

As the article said, "a watershed moment."  My comparison was between the two gestures.

Both have the potential to be world-changing.  I apologize for being rather cryptic, though the phrase I used is a rather well-understood metaphor.

While I don't think every action of saying we're equal or whatever is sincere, I think people changing their minds or coming forth with opinions in support of our rights (even if it's just a stunt) does help indicate that there is a shifting of public opinion. I'd rather political/media figures come public with shifting view points (perferably genuine shifts of opinion) in support of us, instead of keeping their old rhetoric. I don't even care if people say they support X cause out of their own interest in getting reelected, staying popular, keeping their job, etc. as long as it helps inch us closer to having more protections and/or acceptance.

I am not all for having a royal family anywhere, I too believe everyone is equal, but I think it's up to each country to decide what type of system they're going to have in place. If the Brits are fine with paying millions/billions to fund a royal family, so be it. They'll get rid of the royal family on their own timetable. It doesn't bother me (and hey, Harry's kind of cute, I don't mind seeing him in the tabloids  ;) ).

Yes I was referring to the absense of gender expression. The inference of the wording seems intended to apply to the Male/Female issue. I apologise for not making that clear.

The Queen has no authority to issue such a declaration. The nearest any British monarch could come is to threaten to abdicate if one of their coronation oaths were planned to be violated. The last coronation was in 1953 and the guy who wrote that was Churchill as the ten PM. However, he would have been unlikely to have gotten away with putting in anything which cause too many problems as Parliament would refuse to endorce the monarch.

The British monarchy is, in reality, a tourist trap costing us £40, million a year.

I want to deeply apologise to everyone here for dampening what was shaping up to be euphoria. But the reality is, we can and will succeed in achieving equality, but only by standing firm with singular, and absolute demands.

This report is just a story made up by the Mail to rave its two favourite issues, the Queen and the Tory Party.
