can anyone help me how to upload a photo on a forum post, i can't seem to figure it out

At the bottom of the reply window is " Attachments and other options." There is a option to upload a picture.
Or you can upload to an online photo site, like Photobucket. And than copy a link from there.

The only options I have when i click attachments and other options is notify me of replies, and return to this topic
Do i need to be a member for longer to do it?

Upload your image to Photobucket, Tinypic, there's heaps of image-hosting sites.
When you click on "Insert Image" (It's a tiny .gif icon resembling the Mona Lisa), Above every text entry space on the forum I've seen - It'll put in the [ IMG ] (DIRECT IMAGE LINK GOES HERE) [ / IMG ] code. (Put spaces in so the code wouldn't process, you should do it without any spaces). Copy and paste the "Direct image link" option that your image hosting site gives you. It's the straightforward link usually ending with .jpg, .png etc.

And, to be helpful to the people that want to be helpful in the future:
There is a tag, [nobbc], that works for posting tags without spaces. All you do is type [nobbc][img]http://sample.com/image.jpg[/img][/nobbc] and you don't have to worry about the [img] tags not showing up.

Hey! I showed you that. ;)
"bbc" stands for Bulletin Board Code. BBC tags are indicated by square brackets [ ]
[nobbc] and [/nobbc] act to "turn off" any BBC tags found between them.

You are right, no attachment option. Either link to it or use the image tags with a link.
