The first number is your waist measurement, in inches. The second is the inseam, also in inches.

Men's pants don't have a lot of hip room so if you have a larger hip to waist ratio, waist size might not be the best to go on. Also its not entirely common, depending on where you shop, to find odd numbers for waist size in men's pants. I would probably start with a 30, or a 32 if you have wider hips. Find a place that has a good exchange policy if you can't try before you buy. Some people find it easier to shop at a thrift store at least until you have sizes down since, at least the ones I've been to, they have fitting rooms that you don't need to ask staff to use if you don't feel comfortable trying on men's pants. Hope something here is helpful.

^ This.
Because my hip measurements are a lot wider than my waist measurements, I tend to measure my hips and then use this number as the 'waist' measurement when buying men's trousers. So if my hips measure 32 inches, I buy 32-inch waist men's trousers.
The other measurement to consider (inseam) is the length of your legs from crotch to ankle, measured in inches. My legs are quite short, so I buy trousers with a 32-inch waist (to accommodate my 32-inch hips) and 28-inch inseam (because I'm a shrimp). ;D

you're even shorter than me...
trying things on is the easiest way to find out. even though i know my "waist" is around 32, that size doesn't necessarily look good on me, bigger might be better (especially if they're men's trousers). i always try on clothes to see if they look good on me before buying. some times i try more than one size, other times even the wrong size is enough to tell me i won't like what i'm trying on.
other times, i've just taken something from my little brother's wardrobe. his old trousers are a little bit too long for me, but otherwise they fit pretty well.

Just like in women's clothing, 29 does not always mean 29. You have Slim cut, Regular cut, etc.
Your best off just trying them on and deciding if you like them or if you can alter them yourself.
