Taiwan's Ministry of Health and Welfare has decided to allow people to change their legal gender without transitioning.

I had seen and commented on this article on a facebook page I like. While my comment could have been better thought out, and I have since relaxed my opinion on this. I have been accused of having a "Too Trans" attitude.
My original post said that I think someone should have at least started HRT meaning to start their physical transition.
Yes this was to harsh. But I do think that a person should have a diagnosis in order to change their gender marker.
Again this is only my opinion.
What do you all think.

is just as much a problem and just as harmful as
allowing people to transition without first obtaining legal recognition (seeming to be female but legally being male or vice versa).
Just as much of a problem and no less of a problem.
So should we outlaw both of those, or neither of those?
