Cole, who registered 0.17, or twice the legal limit for blood alcohol content, told officers he was on his way to a "gay bar" in Dayton to perform as a woman for a $10,000 prize, a police report said.
Rittgers said his client is a cross dresser and has paid a heavy price for his behavior in public.
