In 2006, the city paid $14,000 to settle the case of a 37-year-old San Francisco transgender man who sued Collins and several other officers, claiming they had beaten and taunted him.
Collins said that in neither encounter did he use unnecessary force. Police officials also stress that settlements can be granted for a variety of reasons and are not proof of wrongdoing.
