I am cis male but wish to have female appearing breasts. Taking female hormones and testosterone inhibitors would feminize me and actually that body appearance would be fine but I'd like to have a sexually functioning penis. Is having both possible? Where do I fit into the dysphoria spectrum? Would I fall into the category a of "she male"?

Only you can answer that question. Are you a woman? If the answer is yes, you are probably transsexual. However since you say you wish to have a functional penis, your dysphoria is not that strong.
Taking hormones would eventually lend you sterile. You would have to take them for a limited amount of time. I think it may be best to just get implants, if you just want to have breasts. Hormones cause more than just breast development, and many of its effects are permanent, so please be careful.

If you want to be still able to perform as a guy with a girl definitely go the BA -implants- route, then you can pick the size within reason.

I disagree with those opinions. Although it might be hard to find a doctor where you are. It is possible to retain sexual function. AND still have hormones administered.

I have always felt that I should have been female. I married young and love my wife and do not want to sacrifice that relationship. However, I would like the ability to present myself (without question) as either female or male publically with her.
At this point that would involve:
(1) The elimination of all masculine facial and body hair.
(2) The total elimination of my male genitals with a proper urethra reroute.
(3) The development of feminine breasts (size "C" would be nice).
(4) Have a more feminine pitch and tone to my voice.
I do not have any need or requirement for my male genitals and find them to be more of a problem than a benefit.
:) :) I would enjoy dressing so as to draw attention to my lovely breasts and smooth crotch. :) :)

I can understand these feelings. I want girls hips and none of the manly hair or face I have. I find my genitals useless to me, but then again they only function properly on my own. I wish I could have a more feminine body, but its just not going to happen at this point.

I feel the same way. If I were to ever to decide anything, I would want to keep my penis functional, but be a girl everywhere else on my body.

If you want the implants, then go to an endocrinologist for the hormones, and then go to a surgeon for the implants.
Maybe you can find a surgeon would would operate without you having to take hormones; ask.
My surgeon saw that I'd been on hormones already and noted breast development, so the implants were relatively small, but still gave me size C.
Most men who want to stay men, opt for size D or larger, but I'm a girl and size C is just right.
Remember though, it is how you are, and what you think that makes you male or female too.

Where you fit on the gender spectrum depends on what you feel you are inside. It could be that you're a woman who doesn't mind having a penis as long as you appear to pass as female. You could be a man who just likes the thought of appearing feminine. Or you could be something else entirely - not everyone fits into the categories of "male" or "female".
Do you like the thought of being seen and referred to as a woman, going by a female name and pronouns, etc.?
Personally, I consider myself to be agender (i.e., genderless). I sometimes present myself in a somewhat feminine way and sometimes in a more gender-neutral way, and I also plan to buy some men's clothes so I have the option of dressing more masculine as well. I was born female and don't mind the body I was born with, but I do often like the thought of being flat-chested and recently even bought a chest binder (which I've wanted since before I even came to terms with being nonbinary). I still go by my birth name for convenience since it doesn't bother me, and I don't mind people referring to me as a girl and using she/her pronouns, but I do prefer being referred to with gender-neutral terms (e.g., person, partner, sibling) and they/them pronouns.
Perhaps that's something you can relate to. Perhaps it isn't. However you choose to identify depends on what label you feel best fits you. You can even choose to not label yourself at all if that's what you'd prefer.
