Kansas Gov. Kathleen Sebelius issued an executive order Friday making it illegal to discriminate against state employees because of their sexual orientation or gender identity, regardless of their job performance.

Rep. Mike O'Neal, of Hutchinson, said the governor has the power to set such policies for the executive branch, but Rep. Arlen Siegfried, of Olathe, said she was stepping into legislators' territory.
