Recently I've been wondering how to be able to make my voice sound more feminine. My mom refuses to put me through HRT and I want to at least be able to develop a feminine sounding voice so when she's not home and I can crossdress it makes me feel at least a little better about my life

Allô! Just for your info, estrogen does nothing to raise your voice. That takes practice. Having said that, here's a wonderful resource I somebody else found on YouTube.

Edit: I just embedded a video. Is there a rule about that? I kind of remember something along those lines. If the linque to the video must be taken down, search YouTube for CandiFLA.

I started hormone blockers at 23 and I'm 7 months HRT but have a voice of a 15 year old for a weird reason. Pre-HRT i sounded 18-19. When I was 18-19, I sounded 15 too. Idk, but in my case, my voice did infact change a little, however I voice trained when I was 22 to deepen my voice while I was in denial. HRT could have just reversed that. Sorry if this is confusing... I do believe HRT makes the voice softer in early transition cases, and in my case, my voice was special to begin with.

You can also get voice practice (or at least where I live) which according to my psychologist often has the desired effect.
However, with your mom still behind you, you might still want to wait until you're of legal age to make your own decisions.
