OK, I just wasted a minute and a half of my life that I'll never get back reading that trash. IMO, this article is only marginally better, if at all, than most comments by internet trolls.

I think its just describing the guidance pamphlet, but because the newspaper is an ultra conservative publication it labeled the pamphlet propaganda which you expect from  an extremely conservative position that does'nt approve of helping people who they deem unworthy. Of course I haven't read the pamphlet so I could be wrong.
