Florida will probably have to be dragged kicking and screaming into the 21st Century.  The same is true of most of the states of the old Confederacy.  Basically, federal action will ultimately be necessary - just like federal courts ultimately had to overturn anti-racial-miscegenation bans and same-sex marriage bans in these states.

The problem is that with right-wing control of Congress, bible-thumpers and bigots stand in the way of effective federal action at present.
