So I want to get Top Surgery, Hysterectomy, and Phalloplasty. I'm wondering which is the best to do first. Also which is the most painful?

Well, you need to get hysto before phallo (or right along with it), but beyond that, it's up to you (or should be).
Most guys--the ones who haven't had hysto due to problems down there--seem to start with top surgery. It's affordable, it's not horribly invasive, and it often has a major impact on our state of mind and presentation.
I've had top surgery and hysto, and the pain level was not too bad for either one. I had oral surgery last year that gave me much worse pain than either one, but the mouth pain didn't last long, and the trans surgery pain lasted longer. I've heard that phallo is quite unpleasant, so I'm not looking forward to it. I expect that procedure to be more painful than the other two.

Going off of Arch the order of surgeries will probably depend on the level of dysphoria you experience, and where that dysphoria is related to

In order, I had/am having: top surgery, total hysterectomy with BSO, phalloplasty. First two are done, last one is next month.
I don't think the order matters in terms of top surgery and the hysto. Some form of hysterectomy will likely be required prior to phalloplasty, depending on your surgeon and what combination of procedures you're looking to have done in conjunction with the phalloplasty (ie. vaginectomy, urethral lengthening, etc.)
Most surgeons also want a certain amount of time on T and living as male before they will agree to perform any kind of bottom surgery on you, so unless you have issues with your plumbing, you may have to get top surgery first. The providers I've spoken with and personally used all consider a hysterectomy to be a form of bottom surgery when performed on transmen. So unless you're having issues that would necessitate such a removal, you will likely have to proceed in the order that I did.
Phalloplasty is undoubtedly the most painful. I am not looking forward to it in that sense.
