Title: Help me take the first step?

Hey there, I'm a 19 year old biological male. I want to pass as female. I wanna be female, but I have no idea how this works. So I would really love to know what I should be taking or doing to become more like a girl. I have no idea how to get hormones etc but I'm willing to learn. Please help I just wanna finally be comfortable with the way I look. The op would be expensive so it would have to come much much later, but I wanna make a start.

Welcome to Susan's Place. The best way to start is to see a gender therapist. From there you will be referred to a Endo where you can receive hormones. In the meantime, you can work on facial hair removal, makeup, dress, voice and mannerism. You are free to present as a female whenever you are ready. Some do it before starting hormones and others may wait for hormones to have some effect.
This will depend somewhat on the country you live in. Some counties may pay much of your medical cost through government healthcare programs. in others insurance may cover some of the costs. You are correct about it being costly and finishing school with a degree that would make you desirable in the labor market would help your income and shorten the transition time.
We have sections on this site discussing most any topic you are interested in so you might want to look around bit and if you need help, just ask.

A therapist is a great starting point. It might seem like a cop-out but you will, at some point, need their recommendations for "stuff" to happen (hormones, surgery, insurance coverage...)
As someone who has been on the Train for 16 months, I wish I started VOICE work sooner and facial hair removal sooner. For hair removal I suggest looking into laser hair removal. It's 1/10 the price of Electrolysis and you can get some great deals through Groupon too.
I don't know about your physical shape, but for me the first step, before I even got the courage to face being trans, was to lose 25 pounds (170 lbs down to 145 lbs) which naturally brought my waste in and actually gave me an hour glass shape. It took 2 years to lose that weight but 1 lb per month was easy to sustain.
Being only 19 you have a great advantage over those of us in our 40's, 50's, 60's and even older when we started.

Therapist. My therapist was a great source for Dr referrals and hair removal recommendations.

As everyone else has said, see a therapist to start everything.
It was by far one of the scariest steps, but once they affirmed I was trans I felt validated and it was much easier from that point on.
