The U.S. State Department is making official changes first seen in human rights reports issued over the summer, hollowing out support for marginalized groups around the world, including the LGBTQ+ community.
In a cable sent to diplomatic posts on Thursday, the State Department ordered a refocus of human rights reports away from torture, politically motivated killings, and the persecution of minority groups to a Heritage Foundation wish list emphasizing conservative social and religious priorities, mixed with a one-sided defense of free speech.
The changes are more evidence of a takeover of U.S. diplomacy by a Christian fundamentalist worldview, with orders to embassies and consulates to refocus human rights reports on liberties "given to us by God, our creator."
They do not include the right to gender-affirming care, abortion, or DEI.
The Trump administration "will not allow" violations such as "the mutilation of children, laws that infringe on free speech, and racially discriminatory employment practices, to go unchecked. We are saying enough is enough," said Tommy Pigott, a spokesman for the department, in a press briefing reported by The Washington Post.
New reports will provide an accounting of "the chemical or surgical mutilation of children" with gender-transition procedures, the prevalence of euthanasia, and state-subsidized abortions, according to another State Department official. This effectively categorizes health care as a human rights violation.
