Trump Won't Sign New Laws Until Congress Passes SAVE Act with Anti-Trans Additions

President Donald Trump has demanded that Congress pass the SAVE Act, a bill to severely restrict voter registration across the U.S., with two new anti-transgender provisions unrelated to the rest of the bill.
Trump issued the demand on his personal social media platform Truth Social on Sunday, claiming that he would refuse to sign any other legislation until the bill, officially titled the "Safeguard American Voter Eligibility Act," passes through Congress. The bill's current version has passed in the House of Representatives and is awaiting approval from the Senate.
The SAVE Act, if passed, would require a person to present photo identification in order to register to vote in federal elections. Those without such ID cards would be forced to provide additional documents, such as a birth certificate. Noncitizens are already barred from voting in federal elections, but Trump has repeatedly claimed since 2016, without evidence, that voter fraud by noncitizens is widespread, and called on Republicans to "take over" elections in 15 unspecified states last month. Voting rights advocates say the bill would affect tens of millions of people in the U.S. who are eligible to vote but do not have access to the required documents.
Crucially, neither of the anti-trans policies Trump mentioned in his Truth Social post currently appear in the text of the SAVE Act. Trump has sought to outlaw gender-affirming medical care for young trans people and to ban trans athletes from professional sports since retaking office last year, mainly through the attempted enforcement of executive orders.
