Governments often use phrases like this to sound altruistic. But then fail to define what "seriously impair" actually means or even looks like.

I read an Archie comic book when I was 8 years old. I think I am "seriously impaired" physically, intellectually, emotionally, and morally. Maybe I should sue so I can be compensated.
