If your not going to get some of the silicone forms, which are very good, I used to have good luck with birdseed in kneehighs.  Really.

I use 'enhancers' they are silicone, feel fine to wear, move right, and cost me about $25 bucks.

use a knee high nylon - or just an old leg - and use the bra itself as the form, and pour the birdseed into the nylon in the form and tie it off.  It moves a bit stiff, but the weight is much closer than silicone I think.

I got them in Des Moines Iowa, in a Target store.  So they can't be that hard to find.  But I'll try to find them somewhere.

I purchased my titties ;D on Ebay I have them from small to Lrg  depending on my mood, I just picked up a nice triangle pair very soft and jiggly. I buy most of my clothes on line. I'm a coward! what can I say...

I bough my silicone forms in a CD boutique in the heart of the city. I also got my hair piece there...$$$!
I had started saving money for such a big purchase, $10 here, $20 there, and when I had enough saved, there I went!
Anyhow...my physique has always remained in the slim zone, so fitting me for a set of forms was easy. I had first phoned the store and talked about coming in for a fitting.
The owner asked if I would come in dressed, and to bring several of my bra's and tops.
I readily agreed to that, as it was another reason to dress and go out.
When I arrived at the store, there were several sisters shopping and talking, I was somewhat nervous, so into the dressing room I go.
We started with several measurements, and we determined what size would give me the most natural look, a set of self adhesive triangular 'C' cup silcone forms from Amoena.

To say the least...the change was marvelous! They fit perfect inside the cups, they look, move and 'bounce' naturally, it's a vast improvement to my girly figure, and they stay in place all day.
I am no longer constantly making adjustments like with my less expensive forms which were always shifting around. And I'm a lot less self-concious about how my chest appears under my blouse, dress, tee-shirt, etc.

There were also many compliments and inquiries from other shoppers and from my sisters that evening at dinner.

Yeah, they were a little pricey, but well worth the expense. And I can leave them on for as long as I want to.
So Kelley...consider doing a fitting, save some money and do it right, you wont regret a thing!

I actually get a little sad when it's time for my boobs to come off!

I have like 3 different sizes,  HUGE pair (too big), tear drop (about a C cup) but are good just for that shape nothing more, and a recently purchased triangle pair, that are also a C cup, but are more realistic jiggle squishy type of silicone. that I love the most. so I recommend a triangle pair in what ever size you prefer and I am a tight wad, I didn't pay but about $40 for them. shop around ebey.. they are the ones that norm sale for around $90 -$130

You sound like you have a great attitude? To keep things inexpensive, when I first started I used rice as well as birdseed but I always had problems with the seed working through the nylon footie or knee-hi. So I started using small beans like pinto beans. They have a nice weight to them and they fill a bra nicely.
