The incrementalism is in the areas of discrimination addressed, not the categories of people covered by the ordinance. Translation: Employment discrimination isn't covered by the ordinance for GLBs or Ts, but as to housing and public accommodations, gays and lesbians were not give the special right to discriminate against Ts
